Issue 9 lists of domestically produced machinery and equipment
The Ministry of Planning and Investment has just issued Circular No. 01/2023/TT-BKHDT on the List of machinery, equipment, spare parts, specialized means of transport, raw materials, supplies, and semi-finished products in produced water. The Circular takes effect from June 9, 2023.
The Circular lists 09 categories of domestically produced machinery and equipment, including:
List of domestically produced specialized means of transport (Details in Appendix I with a total of 128 items);
List of machinery, equipment, and technological lines that can be produced domestically (Details in Appendix II with a total of 294 items);
List of domestically produced construction materials (Details in Appendix III with a total of 85 items);
List of raw materials, supplies, components, and spare parts that can be produced domestically (Details in Appendix IV with a total of 542 items);
List of car components and spare parts that can be produced domestically (Details in Appendix V with 652 items);
List of machinery, equipment, and supplies needed for domestic oil and gas operations that can be produced (Details in Appendix VI with 84 items);
List of raw materials, supplies, and semi-finished products for shipbuilding that can be produced domestically (Details in Appendix VII with 02 items);
List of machinery, equipment, raw materials, supplies, and components for the telecommunications - information technology industry, digital content, and software that can be produced domestically (Details in Appendix VIII with 134 items);
List of plant varieties, livestock breeds, aquatic breeds, fertilizers, and pesticides that can be produced domestically (Details in Appendix IX with 121 items).
Regarding the principle of determining and comparing information, the Circular clearly states that the determination of domestically produced goods must be based on "Item name" and "Specification symbols and technical characteristics". The "Import tariff code" is for lookup purposes only, the determination of codes for imported goods is carried out in accordance with tax laws.
The lists of goods specified above are the basis for determining goods that cannot be produced domestically and do not include all other goods that can be produced domestically but have not been specified in this Circular.
The Circular takes effect from June 9, 2023.
